How do you open the launcher if it keeps giving you a proxy error?

Hello,

Could anyone tell me what am I suppose to do if the launcher won't open and it keeps giving me this error and closing the application?

 

The following error occurred during initialization:

    PROXY_NOT_RESOLVED
