If I wanted to stop everything in game except for one or two sounds, it would be so useful to be able to call Stop All and set those specific exceptions. This seems like a simple feature, I'm not sure why it doesn't exist! Currently, as far as I can tell, the only way to do this is to stop every sound event or game object individually, and continue to remember to update the stop event as new things are added to the game.

Hi,
This possibility is already exist.
Just create Event with "Stop All" action and change the Scope from "Game Object" to "Global". This would stop all the sounds.
Then add the exceptions you like

It was a global event but I did not see the "Add Exception..." button until looking again just now - thanks!
