HELP ME PLEASE Problem Copy/Paste File

Hello to all. I'm trying for days to create a new audio file for the game Word Of Tanks-
I am following a step by step guide is the web

 Unfortunately when I get to step No. 13, block me because the program does NOT allow me to transfer files.    

HOW CAN I DO ??
