To achieve lip syncing between audio and video in the game engine what is the preferred method?

I would probably just start the audio at the same time as the video. I don't think that is entirely what you are asking though.
Your question is a little ambiguous. Are you using facial mocap for the animations? Are you looking to sync a whole scene, or individual lines? As Robert said, just make sure the audio source and video source for the animation are cropped identically, and play them at the same time. Tip cueing lines following another line: use cue points in your source wav file, and have the engine wait for the cue point to play the next line. Of course that's one of a hundred ways of doing it.
