Unable to change bar length when changing music segment tempo or time signature

In the tutorial video (02:06), the instructor easily changes the tempo of the music segment from 120 to 138. The result is that the bars visibly change in length. When I do the same, my bar lengths remain the same. I'm unable to create loops because the music isn't syncing to the tempo I input. Please help!

You are showing the time in seconds instead of bars and beats: in the bottom panel, right-click on the "ruler" above a track and you should get a contextual menu with two choices: "Seconds" or "Bars and Beat", select the latter.
